One of TechMarketView’s unique strengths is our ‘community’ of more than 20,000 technology industry professionals who read the daily UKHotViews newsletter. In the past, we have gauged opinions via our extensive conversations with CXOs within the industry. However, we would like to make sure we are casting the net wider and ‘taking the temperature’ of the UK tech market in a more consistent way, enabling us to monitor changes over time.
In a major survey of UK technology business leaders, including CEOs, VPs, MDs and Sales and Finance heads, TechMarketView sought opinions on the current and future economic landscape. The findings form part of a new Tech Confidence Index that we plan to publish twice a year.

TechMarketView's review of spending via G-Cloud in 2023–24 is now available.
The report covers spending trends through this Crown Commercial Service (CCS) framework over the 12 months ended 31 March 2024, including analysis of lots, supplier size, leading suppliers and buyers, and subsector (central government, defence, health, etc.) variability.
Analysis reveals G-Cloud spend was up by just 0.1% year-on-year to £3,008m (2022-23: £3,005m). Central Government accounted for 49% of spend during the period, the lowest proportion of total annual G-Cloud spend Central Government has represented since the framework launched.
The biggest G-Cloud spenders were the Department for Work & Pensions, Home Office, HM Revenue & Customs, and Ministry of Justice, all of which spent over £100m over the year.
One supplier achieved income in excess of £250m via G-Cloud in 2023–24; this was more than the next five suppliers combined. The Top 20 suppliers (in terms of income) saw their combined income drop by 8%; they accounted for 29% of total spend during the year. Combined income for the suppliers outside the Top 20 was up 4% year-on-year.

Central Government was the only subsector of the UK Public Sector SITS market to grow in real terms in 2023, albeit in the low single digit percentages. However, the market environment is proving increasingly challenging as we head through 2024.
We already knew that departmental budgetary constraints were going to play heavily on the market. But the difficult market conditions were compounded by the announcement, in May, of the early July General Election. The customary six-week ‘period of sensitivity’ impacted the ability of departments and agencies to move forward with new programmes and projects. As expected, a new Labour government is taking time to get its ducks in a row. Until Chancellor Rachel Reeves announces her Budget on 30th October, Whitehall organisations are living under a cloud of uncertainty. Adding to that, they have already been told by Reeves to find 2% savings in the back office.

TechMarketView's review of spending via Digital Outcomes & Specialists (DOS), Digital Outcomes 6 (DO6), and Digital Specialists & Programmes (DSP) in 2023–24 is now available.
The report covers spending trends through these Crown Commercial Service (CCS) frameworks over the 12 months ended 31 March 2024, including analysis of lots, supplier size, leading suppliers and buyers, and subsector (central government, defence, health, etc.) variability.
Analysis reveals spend across the three Digital Specialists frameworks (DOS, DO6, and DSP) was up 11% year-on-year to £1.4bn (2022–23: £1.3bn). Central Government accounted for 79% of spend, with the Home Office, HM Revenue & Customs, and the Department for Education all spending over £100m over the year.
Only one supplier achieved income in excess of £100m via these frameworks in 2023–24; however, another five suppliers broke the £50m barrier. The Top 20 suppliers (in terms of income) saw their combined income increase by 18%; they accounted for nearly two-thirds of total spend during the year. Combined income for the suppliers outside the Top 20 was flat year-on-year.

techUK held its annual Building the Smarter State conference last week. The event – now celebrating its tenth anniversary – is an opportunity for public sector digital leaders and tech industry insiders to showcase how technology is shaping today’s (and tomorrow’s) public services.
Being a milestone anniversary gathering, it was inevitable that a number of sessions reflected on the past ten years of digital government as much as they provided a look-ahead to the challenges to come, with speakers and panelists considering how government departments and agencies might best work together to deliver "mission-led government" digital services.
Topics ranged across the need for cross-departmental data sharing and collaboration, the public's trust in government's use of data and AI, and the role of the Government Digital Service (and other agencies) within the Department for Science, Innovation, and Technology.

The Index shows that almost half of the UK’s most active suppliers in Q1 are headquartered in the UK, and with partnerships prevalent across the board, our data emphasises how local expertise is being used to gain a foothold in the country’s sustainability market.

Seeing civil servants get excited about solving challenges within their own organisations is something to be celebrated.
That’s exactly what the Civil Service Data Challenge encourages, as civil servants come together to determine how Government can make better use of data. We have written about the competition on several occasions before. The Challenge is a collaboration between the Cabinet Office, Office for National Statistics, NTT DATA, and the Global Government Forum.
This is the third iteration of the Civil Service Data Challenge and, since it started, the judges have seen a huge variety of challenges that have spurred the entrants to submit everything from simple, yet powerful, ideas, though to those that have been complex and ground-breaking. Past successes in the competition have gone onto be delivered.
And this week was the 2024 final, which I was fortunate to attend. It involved the finalists pitching to a judging panel consisting of seven digital and data leaders: Aydin Sheibani, Chief Data Officer, HMRC; Fiona James, Chief Data Officer & Director of Data, Growth & Operations, ONS; John Quinn, CIO, NHS England; Gina Gill, Chief Strategy Officer, Central Digital and Data Office (CDDO); Simon Bourne, Chief Digital, Data, and Technology Officer, Home Office; Sue Bateman, Chief Data Officer, DEFRA; and Vicki Chauhan, Head of Public Sector, NTT DATA UK&I.
Of the eight ideas long listed – see Civil Service Data Challenge 2024: Eight ideas longlisted | TechMarketView – four made it through to battle it out for the prize money of £50,000, as well as additional development support from key sponsors, NTT DATA, to allow them to take their ideas to development and delivery.
You can watch the highlights video of the event here to get a real sense of the energy in the room. The competition generated huge excitement amongst those in the front line of government services who had come together to resolve the frontline issues they deal with in their everyday jobs. Kudos to the finalists man of whom have had limited – or no – experience of presenting in such an environment but used the competition – and the support of NTT DATA - to develop a range of new skills.
The four ideas, which all look to improve the use of data across the UK public sector, focused on: using a Geospatial Planning tool to support home visits by NHS staff (RouteCare); unlocking unstructured prison data to optimise prison space management (Project Constellation); summarising Government policy for Personal Independence Payment (PIP) caseworkers to allow them to more effectively and efficiently deal with case enquiries (PoSum); and reducing the latency for data sharing between the NHS and DWP to reduce the burden on bereaved citizens, the supplication of workloads across the civil service, and the overpayment of benefits (GENIE – Government Early Notification of Incidents and Events).
And the winner was… Project Constellation!

Whilst growth within the UK Banking Sector SITS market slowed during 2023, spend continued to rise, albeit at a much slower rate. The sector proved to be the most resilient area of UK Financial Services as expenditure increased by 9% on the prior year and the market grew to £7.8bn. With UK banks facing increased competition and heightened cost pressure, the recent economic downturn has served to reinforce the imperative to streamline operations and improve productivity.

Prime Minister Keir Starmer has pledged the "biggest reimagining of our NHS since its birth" in a shake-up that prioritises wide-scale digital transformation of healthcare.
He revealed the government is developing a new 10-year plan to radically reform the NHS, describing it as "so different from anything that has gone before". The plan will be framed around three shifts in approach: 1) moving from an analogue to a digital NHS; 2) moving more care from hospitals to communities; and 3) moving from sickness to prevention.
The speech followed the publication of Lord Darzi's investigation of the state of the NHS in England. The investigation concludes that the NHS is in serious trouble and it’s imperative to turn the situation around. The investigation says many of the measures needed to tackle the current situation are already well known and can be found in parts of the NHS today. Good practice exists, but it is not consistent across the NHS.
While admitting that it will take years to address these problems, the investigation identifies several key themes for how to repair the NHS, including the need for a “major tilt towards technology to unlock productivity”. It says the NHS is still only in the “foothills of digital transformation” and digital maturity across much of the health sector remains low.
The report highlights the need for the NHS to make more of its rich datasets, embrace the AI revolution in healthcare, improve the utilisation of the NHS App, and make it easier for innovative start-ups to scale in the sector.

Manufacturers also continue their journey to decarbonised products and processes. Two-thirds of the sector expect to expand their ESG efforts over the next two years, with a quarter linking executive compensation to the firm’s ESG KPIs.
