NHS Digital extends COVID-19 Test Digital Platform contract

Deloitte logoA recently published contract modification notice reveals that NHS Digital extended its COVID-19 Test Digital Platform contract with Deloitte, taking the value of the G-Cloud deal to £74.8m.

The contract covers the provision of digital solution design, build and live service of a digital platform, ordering portals and mobile applications to support the COVID-19 National Test Service. The contract was awarded without prior publication of a call for competition, which the award notice said was, "Due to the highly bespoke nature of the testing services and the criticality of ensuring that the testing services continued uninterrupted" and that Deloitte was "the only economic operator capable of facilitating the continuation of the testing services".

The original value of the contract has not been published, but a contract award notice in February 2021 stated that a contract variation was entered during that month in order to reflect an increase in the scope of services being provided. This resulted in the maximum contract value increasing to £51m and the duration of the deal extending to the end of March 2021 (see Public Sector Supplier Prospects 2021).

A proportion of the contract, originally estimated to be 6%, was subcontracted to a range of other suppliers, including Atlassian, AWS, BrowserStack, Scandit, Micro Focus, ServiceNow, and UIPath. NHS Digital has been transitioning some of these contracts in-house.

The latest contract notice states that the digital testing platform is inextricably linked to the successful running of the COVID-19 testing strategy in England and that changing supplier at the end of March would have threatened the continued running of the overarching testing service. The contract was extended for a further three months, taking it to the end of June 2021, and increased the value of the deal by £23.8m. 

As we discussed in our Digital Marketplace Review 2020-21, Deloitte has been one of the key beneficiaries of the increase in NHS spending on digital service during the pandemic. NHS Digital spent £39.8m with Deloitte's via G-Cloud in 2020, with a further £30.6m being paid in 2021 (May 2021). We expect to see the company rising up the supplier rankings when we publish our new Health Suppliers, Trends & Forecast 2021-24 report later this year.
