A new tool for the UK tech sector 

Tech Confidence Index (TCI) is a new initiative launched in 2024 to create a bellwether for the state and prospects of the UK tech sector. 

This six-monthly survey of UK technology sector leaders is tracking the confidence of the UK technology scene to help both Software & IT Services (SITS) suppliers and end users understand market sentiment, whilst planning and preparing for the period ahead.

Spring Edition

The UK tech sector faces mounting headwinds as we move deeper into 2025, with economic pressures and policy uncertainties weighing on business confidence. Our latest Tech Confidence Index reveals a sector becoming increasingly cautious, with the overall TCI score declining from 6.5 to 6.1 since last autumn.

Despite these challenges, innovation remains resilient. Investment priorities continue to evolve, with AI and GenAI leading the charge as 84% of businesses plan investments in these technologies over the coming year. Meanwhile, talent acquisition has become more difficult, with 54% of respondents now reporting that skills shortages are impacting performance, up from 46% just six months ago.

This Spring 2025 edition of the TCI draws on insights from our comprehensive survey of UK technology leaders across multiple roles and sectors, providing an essential barometer of market sentiment during these uncertain times.

Capturing the view of the market

Tech Confidence Index 2024 | Summer-Autumn

The UK tech market has been through the wringer over the last few years, having navigated the complexities of Brexit, a global pandemic, geopolitical turbulence, and an energy crisis. The economic consequences – and hence the impact on businesses – have been significant.

However, we have also witnessed a period of impressive innovation, which has often required wider cultural and organisational transformation. Enormous change over a short period of time has been accelerated by the need to work from home, the increasing expectations of consumers and employees, and the emergence of promising emerging technologies, such as GenAI, IoT, and Digital Twins. Of course, the other big news for the country was the election of a new government.

This first edition of the TCI includes the results of a major survey of c.250 business leaders, including CEOs, VPs, MDs and Sales and Finance heads, serving all major SITS sectors and end user industries.
