Business Process specialist Liberata has been on a roll in Local Government of late, extending or winning a number of significant contracts over the last year or so (see Liberata extends Burnley partnership and Liberata extends North Somerset Revs & Bens as examples.)
The firm’s ServiceTech proposition is clearly resonating with clients as the firm now adds a new contract to deliver managed payroll services for the London Borough of Barnet and Barnet Education and Learning Services (BELS), a contract that formerly sat with Capita. The G-Cloud Framework agreement, which commenced in November 2023, went live on April 1, 2025, following Liberata's support of Barnet's migration to Oracle Fusion Cloud.
This win reinforces Liberata's growing strength in the public sector payroll market, where it already processes over one million payslips annually. The implementation highlights the industry's continued shift toward cloud-based payroll modernisation and process automation.
For Barnet, the partnership promises to reduce admin overhead while improving compliance and service quality. The deal represents another example of local authorities continuing to seek specialised managed service providers to handle complex transactional functions, allowing internal teams to prioritise other often more strategic initiatives in an increasingly resource-constrained environment.
