NTT DATA UK&I names David Filmer as new Public Sector lead

NTT DATA logoThe wait is over. After months of speculation following Vicki Chauhan's departure before Christmas, NTT DATA UK&I has named David Filmer as its new Head of Public Sector, bringing an end to the interim arrangements that have been in place throughout the first quarter. David stepped into the role in April.

With the UK Government ramping up its AI ambitions through the newly launched AI Opportunities Action Plan, departments are under renewed pressure to overcome the legacy IT and data barriers that continue to hold back service modernisation. David highlights that it’s precisely these challenges that he has built his reputation tackling.

Coming from a decade at CGI, where he most recently served as Senior Vice-President Consulting Services for UK Public Safety, Filmer brings deep sector expertise across national security, justice, and public safety. His track record delivering mission-critical services in complex and sensitive environments positions him well to lead NTT DATA's next phase of public sector growth.

The appointment comes as NTT DATA's UK public sector business continues its impressive trajectory. As we analysed in our recent performance review, the division achieved 14% growth in FY24 (see NTT DATA: UK Public Sector Performance and Prospects | TechMarketView). The Public Safety & Defence (PSD) subsector has been particularly strong, growing for the second consecutive year.

Filmer's immediate priorities will include deepening relationships with key departments, broadening NTT DATA's footprint across public sector domains, and positioning the company as a strategic partner to government. Ambitious targets include achieving formal 'Strategic Supplier' designation within three years—a status reserved for only the most integral public sector partners.

With strong momentum already established and permanent leadership in place, NTT DATA is establishing the foundations to capitalise on the growing demand for digital transformation across Whitehall and beyond.

I'll be meeting with David in the coming weeks to discuss his vision for the role and NTT DATA's public sector ambitions in more detail.
