The market saw a significant drop in its year-on-year growth figure in 2024, reflecting a combination of subsector-specific pressures and market-wide challenges. This resulted in a market performance that was, notably, worse than that seen during pandemic-disrupted 2020.
Although the recent Spending Review was the most digitally-focused we have seen, and there is a clear expectation that AI will revolutionise public services, the constraints on the public purse and geopolitical uncertainty mean the public sector SITS market will remain challenging throughout our 2024-28 forecast period.
Despite the challenges, there are clear opportunities for SITS suppliers, particularly for those offering software and as-a-service solutions that demonstrate clear value and alignment with government priorities. The Health and Defence verticals will experience the strongest growth over the 2025-28 timeframe, but the ongoing drive for productivity improvements will create openings throughout the public sector for suppliers that have the requisite technical capability and domain knowledge and deliver demonstrable efficiency gains.
